Dlatego ważne jest, aby omówić warunki zarządzania edukacją specjalną, tak aby zapewnić wysokiej jakości edukację w szkole dla WSZYSTKICH, w tym dla osób PNEE. Istnieje ramy prawne, które gwarantują prawo do edukacji dla wszystkich, ustanawiając różne mechanizmy pomocy dla PNEE.
