In generale, la Politica Nazionale per l’Educazione Speciale nella prospettiva dell’Educazione Inclusiva non è ancora riuscita a garantire in modo soddisfacente l’accesso delle persone con bisogni educativi specifici (PNEE) alla scuola pubblica. Per questo motivo, è importante discutere le condizioni della Gestione dell’Educazione Speciale, affinché si realizzi un’istruzione di qualità, in una scuola per TUTTI, comprese le PNEE. Esiste un quadro giuridico che garantisce il diritto all’istruzione per tutti, stabilendo diversi meccanismi di assistenza alle PNEE. Tuttavia, non è sufficiente che la legislazione agisca come un medico - colui che prescrive le medicine e le cure - e che i gestori siano i pazienti che assumono le medicine e seguono tutte le istruzioni del trattamento per curare la malattia. Sono necessari investimenti e risorse. Devono essere create le condizioni per realizzare uno Stato di qualità, offrendo ai suoi cittadini almeno il minimo garantito dalla Costituzione in materia di istruzione, sanità, tempo libero, ecc. Pertanto, in questo testo viene effettuata un’analisi della gestione dell’istruzione speciale nello Stato dell’Amapá secondo il Piano di sviluppo dell’istruzione.
