In Thailand hat jeder Bürger einen anderen englischen Hintergrund (Pruksanubal, 2006). Die Fähigkeit, auf Englisch zu kommunizieren, wird als eines der wichtigsten Elemente bei der Entwicklung des Humankapitals angesehen (Büro für internationale Zusammenarbeit des Bildungsministeriums, 2005; 2006). Das Lehren und Lernen der englischen Sprache in Thailand ist jedoch wahrscheinlich unwirksam, um perfekte thailändische Englischbenutzer hervorzubringen. Die Einwanderungsbeamten müssen über ausreichende Englischkenntnisse verfügen, um den ausländischen Touristen während ihres Aufenthalts in Thailand genaue Informationen geben und Probleme lösen zu können, doch sie haben mit Sprachproblemen zu kämpfen. Das ursprüngliche Lehrbuch wurde 2010 entwickelt, deckte aber nicht die Bedürfnisse in realen Situationen ab, die sich aus der Bewertung des Englischtrainings ergeben. Daher konzentrierte sich diese Studie auf die Entwicklung von Materialien, die auf den mündlichen Kommunikationsbedürfnissen der Einwanderungsbeamten an den Flughäfen Suvarnabhumi und Donmueang sowie im Regierungskomplex basieren.
