La privation éducative dans les régions 3T d’Indonésie (Tertinggal, Terdepan, Terluar - sous-développées, frontalières, ultrapériphériques) n’est pas seulement un échec en matière de développement, mais une menace directe pour la paix. Les déficits chroniques en infrastructures (10 000 écoles endommagées, 10 692 sans accès à Internet), la crise de la rétention des enseignants (postes non pourvus depuis 2021) et l’effondrement des programmes scolaires ont alimenté le désespoir économique, les inégalités horizontales, le séparatisme et la vulnérabilité à l’extrémisme. Cette candidature présente les résultats d’une évaluation d’impact et d’un cadre d’atténuation sur 36 mois, qui applique un modèle ADDIE participatif afin d’aligner la politique éducative, l’autonomisation des enseignants et l’innovation curriculaire sur les cibles de l’ODD 4. Parmi les impacts positifs, on note : une amélioration de 34,2 % des scores TPACK des enseignants, un gain de 27,3 % en matière d’alphabétisation des élèves, une réduction de 15 % du taux de rotation des enseignants, un taux d’adoption du numérique de 47,2 % dans les écoles pilotes, ainsi que la mise à disposition d’une connexion Internet par satellite alimentée par l’énergie solaire et de tableaux interactifs dans 33 182 écoles 3T. Les impacts négatifs (par exemple, les écarts persistants en calcul, la connectivité intermittente) font l’objet d’une feuille de route d’atténuation par étapes (2025-2030+).
