Les systèmes d’irrigation par réservoirs en Inde remontent à plus d’un siècle. Depuis des temps immémoriaux, les réservoirs constituent la principale source d’irrigation dans de nombreuses régions du pays. Les précipitations ne sont ni prévisibles ni uniformes dans l’espace, et leur fréquence est également saisonnière, survenant principalement pendant la mousson du sud-ouest dans la majeure partie du pays, à l’exception des zones d’ombre pluviométrique des Ghâts occidentaux, notamment au Tamil Nadu. Les réservoirs constituent l’une des plus anciennes sources d’irrigation en Inde et le pilier des moyens de subsistance de nombreux ménages pauvres. L’agriculture est la principale source de subsistance dans les zones rurales, qui représentent 75 % de la population indienne et 80 % de ses pauvres, et l’irrigation constitue quant à elle la base d’environ 56 %, voire davantage, de la production agricole totale. Dans le contexte indien, les réservoirs étaient inextricablement liés aux aspects socioculturels de la vie rurale et ont historiquement constitué un élément indispensable de l’habitat villageois, en maintenant son équilibre socio-écologique. C’est dans cette optique que s’inscrit la présente étude.
