L’obiettivo di questo studio è quello di valutare la portata e i limiti della legge Gélose e del decreto GCF utilizzando i trasferimenti di gestione stabiliti alla periferia di un’area protetta nella zona in cui prevale la siccità. In questo contesto, l’altopiano di Mahafale, sede del Parco Nazionale Tsimanampesotse, è stato scelto per testare tre ipotesi su 25 trasferimenti di gestione: (i) il livello di partecipazione della comunità di base dipende dal suo livello di istruzione, e i non partecipanti all’estremità inferiore della scala non vogliono essere coinvolti in questioni che considerano oscure e pericolose; o semplicemente proteggono i loro interessi sfruttando le risorse rinnovabili; (ii) la stabilità e il successo dei trasferimenti di gestione studiati sono garantiti dagli usi e costumi e dall’organizzazione sociale tradizionale dell’altopiano Mahafale; e (iii) i trasferimenti di gestione studiati non raggiungono gli obiettivi di una gestione sostenibile a causa della riduzione dei diritti di accesso e di utilizzo delle comunità Mahafale, nonché della situazione geografica e dei cambiamenti climatici che gravano pesantemente sulle loro terre.
