O foco deste estudo é a Justificação para as Diferenças Persistentes no Desempenho Escolar nos Exames Nacionais, em que são analisados os Mecanismos Operacionais, as Infra-estruturas Físicas, as Caraterísticas dos Professores, dos Alunos e dos Pais em várias escolas ao longo do fosso de desempenho, para identificar os elementos únicos que permitem que algumas escolas criem persistentemente uma cultura de serem apelidadas de 'executantes' ou 'não executantes' nos exames nacionais do Uganda, que determinam o destino na partilha dos benefícios da educação, tais como subsídios baseados no desempenho e meritocracia na vida depois da escola.
