This work analyzes the phenomenon of absenteeism within the Cameroonian Public Administration, focusing on the University of Yaoundé-II. This scourge, symbolized by empty offices and backlogs, erodes public confidence and costs the State billions of CFA francs. This work, based on the author’s experience as a student and then as an intern, examines the paradox of the phenomenon’s resistance despite the institutional offensive and regulatory reinforcement at domestic level. Drawing on the framework of neo-institutionalism, the author deciphers absenteeism not as an individual fault, but as a systemic symptom of the 'bureaucratic gap' between formal norms and actual practices. The study (mixed methodology 2020-2024) reveals that technical control solutions (biometrics and regulations) have a temporary effect and are limited by organizational and motivational failings (lack of recognition, poor working conditions). In conclusion, the author argues for a holistic approach, linking performance, equity and well-being at work for a sustainable transformation of institutional culture.
