Ce livre examine les précédents projets de logement coparrainés par la Banque mondiale au Zimbabwe comme une étude de cas instrumentale des logements à bas prix. Il applique une approche de recherche qualitative, basée sur la théorie de la construction sociale, pour expliquer la persistance des problèmes de logements urbains à bas prix. L’étude de cas sélectionnée est le fruit d’un partenariat entre une agence internationale, l’État, les autorités locales, le secteur privé et les ménages concernés. Malgré cette diversité de 'participants', le projet a échoué car il n’a pas réussi à atteindre les ménages pauvres à faibles revenus qu’il visait. La nature socialement construite du problème du logement reflète le commerce de pouvoir entre les agences en interaction. Les agences les plus puissantes appliquent leurs influences dominantes pour interpréter le concept de besoin de logement, y compris l’interprétation de l’accessibilité financière et les phénomènes de risque associés, d’une manière qui satisfait leurs intérêts corporatifs, ce qui résulte en des politiques qui peuvent sembler superficiellement favorables aux pauvres tout en les excluant tacitement. Contrairement aux opinions qui préconisent un financement direct minimal de l’État, l’étude soutient que l’État a encore un rôle crucial à jouer au-delà de la soi-disant facilitation.
