Il presente lavoro ha lo scopo di riflettere sulle potenzialità e sulle sfide della gestione scolastica democratica nelle reti scolastiche municipali. A tal fine abbiamo condotto uno studio di caso nella rete di Mesquita/RJ, località situata nella Baixada Fluminense. Una località storicamente caratterizzata da ostacoli alla costruzione di meccanismi democratici a causa del clientelismo politico e del patrimonialismo. Pertanto, una serie di domande hanno permeato la nostra riflessione: Esiste una gestione scolastica democratica in Brasile? Il caso di Mesquita costituisce un’eccezione di ambiente democratico nel panorama politico della Baixada? Quali sono i meccanismi di costruzione della gestione scolastica democratica in Brasile?
