Über die Verbindung von öffentlichem und privatem Bildungswesen in den 1970er Jahren ist in Brasilien wenig bekannt, insbesondere was die Einrichtung öffentlicher Bildungsnetze betrifft. Das Centro Educacional de Niterói (CEN) war eine öffentliche Schule, die zu einem großen Teil mit öffentlichen Mitteln subventioniert wurde und die nicht nur experimentelle und innovative Lehrmethoden entwickelte, sondern auch Aktivitäten im öffentlichen Interesse, obwohl sie im Bereich der Exzellenzschulen der Stadt Niterói angesiedelt war. Dieses Buch zeigt ein Verständnis für die Mittel und Wege des brasilianischen Bildungswesens auf, das es uns ermöglicht zu verstehen, wie die „symbiotische' Verbindung zwischen öffentlichem und privatem Sektor in den 1950er und 1970er Jahren im Bundesstaat Rio de Janeiro aufgebaut wurde. Diese Lesart widerspricht einer bestimmten historiografischen Tradition des brasilianischen Bildungswesens, die Bildungsprozesse und -phänomene als bloße Ausdrucksformen der politischen und wirtschaftlichen Ereignisse ihrer Zeit betrachtet.
