Badanie przeprowadzono przy użyciu metod jakościowych, stosując model badań praktycznych (Action Research). Badanie wykazało, że stosowanie wyłącznie finansowych systemów zarządzania i pomiaru wyników, bez uwzględnienia wskaźników niefinansowych, nie zapewnia optymalnej efektywności. Takie podejście pomija korzyści płynące z systemu niefinansowego, obejmującego perspektywę finansową, perspektywę klienta, perspektywę wewnętrznych procesów biznesowych oraz perspektywę uczenia się i rozwoju. Organizacje działające z myślą o dostarczaniu wartości pieniężnej swoim interesariuszom, stosując wyłącznie miary finansowe, nie są w stanie zapewnić odpowiedniego poziomu satysfakcji akcjonariuszom i klientom ani w pełni zadowolić pracowników. Badacz zaleca kompleksowy i zintegrowany system zarządzania wydajnością, łączący podejścia Balanced Scorecard (BSC) oraz Performance Management for Turbulent Environment (PM4TE). Korzyści płynące z tego podejścia zapewniłyby organizacjom sektora publicznego w Ghanie wszechstronny i holistyczny standard zarządzania wydajnością.
