Unterrichtsentwurf aus dem Jahr 2009 im Fachbereich Didaktik - Gemeinschaftskunde / Sozialkunde, , Sprache: Deutsch, Abstract: „Das Volk ist Träger der Staatsgewalt. Volkssouveränität bedeutet in diesem Kon- eine durch Wahlen legitimierte Herrschafts- bzw. Regierungsform mit verfassungsmäßig geregelter periodischer Zustimmung des Volkes.' 2 Die Wahl zum Deutschen Bundestag setzt das in Artikel 20 des Grundgesetzes 3 festgeschriebene Demokratiegebot um. Als Teil der Legislative ist er das als einzig vom Volk direkt gewählte Verfassungsorgan auf Bundesebene. Er kontrolliert die Regierung und ist das politische „Forum der Nation' 4 . Das Parlament und die darin vertretenen Parteien sind heute heftiger Kritik ausgesetzt. Das äußere Erscheinungsbild der parlamentarischen Arbeit und unliebsame oder schleppende Entscheidungen, verstärkt durch mediale Ausschlachtungen, tun ihr Übriges, dass die repräsentative Demokratie pauschal verurteilt wird. Des Weiteren existiert eine Vielzahl von Vorurteilen bei den Wählern, die oft genug nicht auf Kenntnissen, sondern Unkenntnissen oder auch Missverständnissen hinsichtlich der Funktionsbedingungen der parlamentarischen Demokratie beruhen. Vor diesem Hintergrund - und den vielen Repräsentativbefragungen über die Verdrossenheit 5 gegenüber Politikern und Parteien - ist es für die Lerner sinnvoll, sich mit den Basics des Prozesses zur politischen Willensbildung zu beschäftigen. Hierbei kommt den im Grundgesetz verankerten Parteien (Artikel 21) 6 eine tragende Rolle zu. Auch im Parteiengesetz 7 wird diese Position im Willensbildungsprozess unterstrichen. In der Verfassungswirklichkeit wird der deutsche Staat mithin von Parteien regiert. Dementsprechend häufig spricht man in Deutschland auch vom Parteienstaat 8 . Mit den vielfältigen Aufgaben, z. B. der Programmfunktion, die sie erfüllen, untermauern sie diese Stellung.
