La loro fondazione è costituita da persone appassionate di comunità sociali: imprenditori sociali, manager, membri e volontari. Questi gruppi si basano sulla mobilitazione volontaria per svolgere il loro lavoro, fungendo di fatto da intermediari tra chi dona e chi riceve assistenza. Hanno caratteristiche strutturali più ad alta intensità di lavoro che ad alta intensità di capitale (Anheier 2005).
