As organizações não governamentais (sociais, públicas) nascem de actividades cívicas de base e são movidas pelo desejo de atingir objectivos sociais vitais e não pelo lucro. Não podem funcionar bem sem a participação da comunidade (muitos teóricos da sociedade civil consideram-na um objetivo autotélico). A sua fundação é constituída por pessoas apaixonadas pelas comunidades sociais: empresários sociais, gestores, membros e voluntários. Estes grupos dependem da mobilização voluntária para levar a cabo o seu trabalho, actuando efetivamente como intermediários entre os que dão e os que recebem assistência. Têm mais caraterísticas estruturais de trabalho intensivo do que de capital intensivo (Anheier 2005).
