In questo libro, che è il risultato di una tesi di Master sviluppata presso l’Università Federale di Viçosa (2013), si analizza la produzione di consenso sull’istruzione superiore nel primo decennio degli anni 2000, considerando le linee guida della Banca Mondiale e il loro impatto sulle politiche pubbliche brasiliane. Sono stati analizzati due documenti rilasciati dalla BM nel primo e all’inizio del secondo decennio degli anni 2000: Building Knowledge Societies: New Paths for Tertiary Education (2003) e Learning for All: Investing in People’s Knowledge and Skills to Promote Development (2011). Considerando il pregiudizio dell’analisi basato sulla concretizzazione di queste tendenze internazionali, anche un programma lanciato nel 2011 ha fatto parte del nostro corpus di analisi: Science Without Borders. In questo senso, la concretizzazione delle linee guida internazionali agisce nella tessitura di un consenso sull’istruzione superiore nella nostra società.
