No Ruanda, a gestão dos resíduos sólidos, especialmente dos resíduos de plástico, tem sido uma das prioridades do Ministério dos Recursos Naturais e da Autoridade de Gestão Ambiental do Ruanda. Em 2003, foi adoptada uma portaria ministerial que proíbe a importação e a utilização de sacos de plástico com espessura inferior a 60µm, como uma das recomendações do estudo sobre sacos de polietileno no Ruanda. Mais tarde, em 2008, foi aprovada pelo Parlamento uma lei relativa à proibição do fabrico, importação, utilização e venda de sacos de polietileno no Ruanda. A aplicação desta lei resultou numa redução significativa dos resíduos de plástico em geral e da utilização de sacos de plástico em particular. No entanto, a falta de um quadro jurídico e institucional abrangente, bem como de uma estratégia integrada para lidar com os resíduos de plástico, dificultou todos os esforços destinados a enfrentar os desafios relacionados com os resíduos de plástico. Por conseguinte, esta investigação avaliou a situação atual no que se refere aos resíduos de plástico, identificando desafios e oportunidades, e propõe acções estratégicas para conseguir uma gestão sustentável dos resíduos de plástico na cidade de Kigali.
