Num esforço para melhorar a acessibilidade, a equidade e a retenção após a iniciativa de ensino primário gratuito de 2003, o Governo do Quénia introduziu o ensino secundário gratuito em 2008 e empenhou-se em fornecer instalações de aprendizagem para a concretização do ensino secundário gratuito. No entanto, foram levantadas preocupações sobre a implementação do programa e se ele poderia ser uma realidade. Este estudo procurou investigar a relação entre o subsídio governamental e a participação dos pais no financiamento do ensino secundário público diurno no distrito de Mogotio, condado de Baringo, Quénia. O estudo determinou a capacidade do subsídio governamental em financiar o ensino secundário público diurno, estabeleceu os efeitos do subsídio governamental na participação dos pais no financiamento da educação e, finalmente, sugeriu soluções para harmonizar as disparidades no financiamento do ensino secundário. O âmbito do estudo limitou-se à dotação orçamental como meio de financiamento da educação no Quénia em seis escolas selecionadas no distrito de Mogotio. O estudo partiu do princípio de que o custo do ensino secundário nas escolas secundárias públicas diurnas é o mesmo em todo o país.
