Auf dieser Konferenz wurde die Politik der Alliierten - Großbritannien, der Sowjetunion und der USA - im Nachkriegsdeutschland in einem Kommuniqué festgeschrieben, das in den politischen Sprachgebrauch als 'Potsdamer Abkommen' eingegangen ist. Allerdings war hierfür eine Reihe von Vereinbarungen, die die Alliierten bereits auf mehreren Kriegskonferenzen getroffen hatten, ausschlaggebend. Die Arbeit zeigt detailliert den Weg von den einzelnen alliierten Kriegskonferenzen bis hin zur Neuregelung des Nachkriegsdeutschlands auf und untersucht sowohl die Rechtsnatur des Potsdamer Abkommens als auch die völkerrechtliche Verbindlichkeit des Potsdamer Abkommens.
