Esta é a questão central abordada nesta magnífica obra. De um modo geral, os slogans atuais revelam que os africanos aspiram à emergência, ou mesmo ao desenvolvimento político, económico e social... Isso é legítimo. No entanto, segundo as análises do autor, baseadas essencialmente em dados empíricos e estatísticos, a concretização deste conceito na realidade estaria condicionada a importantes reformas mentais, estruturais, políticas, económicas e sociais. Caso contrário, corre-se o risco de permanecer ainda por muito tempo num projeto onírico. Nessa linha, afirma que o direito ao desenvolvimento não deve continuar a ser uma ilusão para este continente tão rico, que possui uma tradição ancestral de solidariedade e de trabalho organizado e bem realizado, fermento de todo o sucesso social. Uma tradição hoje desvirtuada pelos tormentos de uma modernidade fria e cega, que dá destaque à imoralidade, ao individualismo e ao egoísmo, por vezes em desrespeito pela pobreza ou pela miséria dos povos.
