In questo libro ci proponiamo di verificare se il Piano comunale di sviluppo (PCD), grazie al suo metodo di elaborazione, alle tecniche e agli strumenti di indagine utilizzati, nonché all’identificazione dei progetti nei vari settori della vita, consenta di rispondere meglio alle aspettative della popolazione in relazione ai suoi desideri sul piano sociale ed economico. Nell’ambito di questo lavoro, si tratta inoltre di cercare di comprendere come fossero pianificati i progetti socio-economici dei comuni camerunesi in generale e di quelli di Ngaoundéré in particolare prima dell’avvento del PCD. A tal fine, presenteremo il PCD, nonché il processo di elaborazione di tale documento. Analizzeremo infine i cambiamenti registrati con l’introduzione del PCD al fine di formulare proposte per una maggiore efficacia del PCD.
