In this book, we seek to determine whether the Municipal Development Plan (MDP)-through its methodology, techniques, and survey tools, as well as the identification of projects across various sectors of life-enables a better response to the expectations of the population regarding their social and economic aspirations. This study also aims to understand how socioeconomic projects in Cameroonian municipalities in general-and those in Ngaoundéré in particular-were planned prior to the introduction of the PCD. To this end, we will present the PCD and the process used to develop this document. Finally, we will analyze the changes that have occurred with the introduction of the PCD in order to make recommendations for improving its effectiveness.
