The reflection on the theme Natural Resources and Instability in the CEPGL Area highlights a set of major ideas structured around the dialectic between abundance and curse, rivalry and cooperation, fragmentation and regulation. The area of the Economic Community of the Great Lakes Countries, which brings together the Democratic Republic of the Congo, Rwanda, and Burundi, constitutes a privileged empirical laboratory for understanding how natural resources, far from being solely a factor of prosperity and development, also become a source of vulnerability, conflict, and political instability when their management escapes solid institutional frameworks or a stabilizing hegemony. The region is characterized by an exceptional concentration of strategic minerals, forests, water basins, and biodiversity, but these riches, instead of being vectors of convergence and economic integration, fuel competition for control, feed informal economies, and exacerbate cross-border tensions.
