L’espace de la Communauté Économique des Pays des Grands Lacs, qui regroupe la République Démocratique du Congo, le Rwanda et le Burundi, constitue un laboratoire empirique privilégié pour comprendre la manière dont les ressources naturelles, loin d’être uniquement un facteur de prospérité et de développement, deviennent aussi une source de vulnérabilité, de conflits et d’instabilité politique lorsque leur gestion échappe à des cadres institutionnels solides ou à une hégémonie stabilisatrice. La région est caractérisée par une concentration exceptionnelle de minerais stratégiques, de forêts, de bassins hydriques et de biodiversité, mais ces richesses, au lieu d’être des vecteurs de convergence et d’intégration économique, nourrissent la compétition pour le contrôle, alimentent les économies de et exacerbent les tensions transfrontalières.
