O rápido desenvolvimento económico e industrial global resultou num número crescente de veículos nas estradas de todo o mundo. Todos os anos, são gerados mais de 400 milhões de pneus de sucata no mundo, principalmente na América do Norte, na Europa e na Ásia. Muitas razões fazem com que a eliminação da sucata de pneus seja uma séria preocupação ambiental, como o facto de exigir uma área de aterro e causar poluição direta. A fim de minimizar o impacto negativo dos resíduos de pneus, muitos países procuram formas de eliminar os pneus de forma responsável. Foram consideradas muitas abordagens de engenharia civil para a utilização de pneus usados para melhorar as propriedades mecânicas dos materiais de construção. Esta melhoria foi efectuada na mistura de pavimentos asfálticos, utilizando pneus de sucata como modificador de borracha fragmentada (CRM) para aumentar a resposta elástica do ligante, aumentando a vida útil do pavimento asfáltico, aumentando a resistência à fissuração térmica, reduzindo o ruído do tráfego, minimizando os custos de manutenção e aumentando a resistência à deformação permanente.
