Jens Walther analysiert, unter welchem Mehrheitswahlsystem die Vermittlung demokratischer Legitimität besser gewährleistet wird: dem absoluten oder dem relativen Mehrheitswahlsystem. In Anbetracht divergierender Einschätzungen des Gesetzgebers und der Rechtsprechung des nordrhein-westfälischen Verfassungsgerichtshofs werden die Auswirkungen der absoluten und relativen Mehrheitswahl am Beispiel der Bürgermeisterwahlen von Nordrhein-Westfalen untersucht. Darüber hinaus werden die wahlsystemischen Effekte auf die Partizipation der politischen Akteure und der Wahlberechtigten empirisch überprüft. Der Autor knüpft dabei an die aktuelle Diskussion über Ursachen und Folgen einer immer weiter sinkenden Wahlbeteiligung an.
