Abbiamo poi esaminato i lavori precedenti sulla valutazione dei PDE e analizzato i fondamenti teorici della valutazione dei programmi, in particolare i diversi paradigmi della valutazione dei programmi e le varie teorie ad essa collegate. Questo ci ha permesso di modellare il processo teorico della valutazione dei programmi e di definire il nostro quadro di riferimento (modello).
