Cet ouvrage s’inscrit dans le champ d’une thématique juridique peu explorée : l’anticipation des risques dans le secteur électronucléaire. Depuis la découverte de la radioactivité, son exploitation requiert la prudence pour la protection des intérêts humains et écologiques. Ce sont là des défis à la fois scientifiques, politiques et juridiques. L’auteur interroge, d’une part, la capacité du droit à lutter contre les effets incertains du risque nucléaire et, d’autre part, le processus conduisant à la décision démocratique de prendre ce risque à potentiel catastrophique. Le droit de l’environnement s’articule autour de principes que la rencontre de l’incertitude et du risque nucléaire ne pouvait manquer de convoquer. La thèse vise à établir que le droit des installations nucléaires de base met en œuvre une prévention renforcée par l’omniprésence de la collaboration et l’institution d’instruments novateurs.Entre connaissances, transparence et acceptabilité, l’état des lieux du traitement de l’incertitude des risques par un droit nucléaire  verdissant  aide à déterminer jusqu’à quel point le droit protège des actions humaines produisant du risque majeur pour aujourd’hui comme pour demain.
