I. Histórico do processo eleitoral Tradicionalmente, era o Ministério do Interior que geria a organização das eleições nas Comores. A criação de uma comissão eleitoral independente do governo data apenas de 1992. Desde a constituição de dezembro de 2001, pode-se falar de uma clara melhoria, que se ampliou com a lei de 12 de abril de 2014. Várias comissões eleitorais foram criadas: - A CNEIH (17 de fevereiro de 2001); - A CNEI (7 de abril de 2002); - A CNEC (2005); - A CENI (2006). Outros atores também fazem parte do sistema eleitoral comoriano: - Observadores eleitorais - O CNTDE; - O Ministério do Interior - O Tribunal Constitucional. II. Uma consolidação regulamentar necessária após 2014-2016 Várias crises surgiram na sequência das eleições municipais e legislativas de 2014-2015 e das eleições para presidente da União e governadores das ilhas em 2016. Isso exigiu imperativamente um reforço do arsenal legislativo eleitoral para tentar prevenir, tanto quanto possível, outras crises que poderiam surgir nos próximos anos. O orçamento eleitoral, demasiado elevado e injustificado, deveria ser revisto.
