I. History of the electoral process Traditionally, the Ministry of the Interior was responsible for organizing elections in the Comoros. An electoral commission independent of the government was only established in 1992. Since the constitution of December 2001, there has been a marked improvement, which has been further enhanced by the law of April 12, 2014. Several electoral commissions have thus been created: - The CNEIH (February 17, 2001); - The CNEI (April 7, 2002); - The CNEC (2005); - The CENI (2006). Other actors are also part of the Comorian electoral system: - Election observers - The CNTDE; - The Ministry of the Interior - The Constitutional Court. II. Regulatory consolidation needed after 2014-2016 Several crises arose following the 2014-2015 municipal and legislative elections and the 2016 elections for the president of the Union and the governors of the islands. This made it imperative to strengthen the electoral legislative arsenal in order to try to prevent, as far as possible, other crises that could arise in the coming years. The electoral budget, which is too high and unjustified, should be reviewed.
