Desde as secas dos anos 70 e 80 nos países do Sahel, o Burkina Faso lançou uma vasta operação de construção de milhares de reservatórios. O objetivo era fazer face aos riscos climáticos que afectam as actividades agrícolas e o enchimento dos reservatórios existentes. O desenvolvimento das massas de água, incluindo as barragens, contribuiu para tirar os agricultores da pobreza, permitindo-lhes fazer culturas fora de época. Este documento é o resultado de uma investigação universitária sobre uma barragem no Burkina Faso, a barragem de Salbisgo. Esta estrutura hidráulica apresenta dificuldades de gestão imputáveis a vários factores. Antes de entrar no cerne da questão, o autor faz uma análise aprofundada da governação da água no mundo, em particular do desfasamento entre as políticas nacionais de gestão dos recursos hídricos e as realidades no terreno. A maioria das redes de distribuição de água está a degradar-se consideravelmente devido ao laxismo das estruturas de gestão autorizadas e à falta de responsabilização das populações locais.
