Le programme d’enseignement à distance améliore l’accès équitable à l’enseignement supérieur au Kenya. La licence en éducation (arts) par apprentissage à distance a été lancée à l’université de Nairobi il y a près de vingt ans pour permettre aux enseignants d’améliorer leurs compétences afin d’améliorer la prestation de services. Les apprenants de ce programme sont censés financer leurs études par leurs propres moyens. Cependant, l’augmentation du coût de la vie retarde l’achèvement du programme jusqu’à 30 %, car les ressources sont détournées pour répondre aux besoins familiaux immédiats. Les données de la Faculté de formation continue et à distance (SCDE) et de l’Université de Nairobi Enterprises et Services Limited (UNES) pour 2006 montrent que sur un total de 6 740 apprenants, seuls 4 467 (66 %) suivaient activement le cours, ce qui signifie qu’environ 2 273 (33 %) étaient inactifs, principalement en raison de contraintes financières. Cette situation est attribuée à des programmes de financement limités au niveau national. Bien que le HELB ait été créé pour promouvoir l’enseignement supérieur, le soutien financier limité du Trésor public rend difficile la fourniture d’une assistance aux apprenants en dehors des programmes académiques réguliers.
