Das Buch versucht, die externen Effekte der Universalisierung des Volksschulprogramms für die Eltern und die Gesellschaft der Schüler, die in Nord-Delhi, Indien, eine Grundschulbildung erhalten, zu quantifizieren. In Form einer Fallstudie untersuchte der Forscher die Qualität der Grundschulbildung in Delhi und ihre nicht-monetären Auswirkungen auf arme Eltern. Die Studie ergab, dass sich die Eltern besser benehmen als zuvor, hygienischer zu sein scheinen, Buchhaltung gelernt haben, einige von ihnen Lesen und Schreiben gelernt haben und sich ihre Essgewohnheiten verbessert haben. Daher zeigen das UEE-Programm und die Grundschulbildung selbst externe Effekte für die Eltern und die Gesellschaft.
