Der Iran verfügt über die drittgrößten Ölreserven und die zweitgrößten Erdgasreserven der Welt, erlebt jedoch derzeit eine der schwersten Energiekrisen seit Jahrzehnten („Iranische Energiekrise', 2025). Überlastungen im Stromnetz, eine veraltete Infrastruktur und Unterinvestitionen - verschärft durch internationale Sanktionen und chronischen Überverbrauch infolge hoher Subventionen - haben landesweite Stromausfälle und Gasknappheit ausgelöst (Financial Times, 2024; „Viel Öl, aber kein Strom', 2024). So erreichten die Stromausfälle im Sommer 2024 schätzungsweise 14.000 MW - das entspricht etwa der doppelten gesamten Stromerzeugungskapazität Aserbaidschans („Iranische Energiekrise', 2025). Diese systemische Verwundbarkeit beeinträchtigt nicht nur den Wohnkomfort, sondern auch wichtige städtische Betriebe wie Krankenhäuser, Transport und Industrieproduktion.
