Dieser Band gibt die Beiträge zu einer internationalen Konferenz wieder, die das Wissenschaftliche Institut für Kommunikationsdienste der Deutschen Bundespost am 14. und 15. November 1988 im Wissenschaftszentrum Bonn veranstaltet hat. Ziel der Konferenz war es, ein Forum zu schaffen, auf dem die grundsätzlichen Aspekte der künftigen Gestaltung der europäischen Telekommunikationsmärkte angesprochen und diskutiert werden konnten. In den abgedruckten Beiträgen werden sowohl ordnungspolitische Grundsatzfragen der Telekommunikationspolitik als auch Modelle für die Neugestaltung der Telekommunikation in Europa diskutiert. Sie behandeln Aspekte, die Gefahr laufen, in den politischen Diskussionen dieses Themas in der Bundesrepublik unterzugehen. Ähnliche Foren, auf denen ein vergleichbarer intellektueller Meinungsaustausch stattfinden konnte, hat es bisher in der Bundesrepublik nicht gegeben. Das Buch stellt daher eine soweit nicht gebotene Gelegenheit dar, sich über den aktuellen Stand der Diskussion zu informieren.
