Studienarbeit aus dem Jahr 2006 im Fachbereich Geschichte Europa - Deutschland - Nachkriegszeit, Kalter Krieg, Note: 2,0, Technische Universität Dresden (Institut für Geschichte), Veranstaltung: Proseminar, Sprache: Deutsch, Abstract: VorgeschichteEine Schlüsselposition im Vorfeld des Parlamentarischen Rates nimmt die Durchführung der „ Londoner Sechs- Mächtekonferenz' ein, welche in zwei Sitzungsperioden vom 23. 02. 1948 bis 06. 03. 1948, sowie zwischen dem 20. April und 6. März 1948 abgehalten wurde. Vorwiegend auf britischen und amerikanischen Impuls hin, berieten die 3 Westalliierten gemeinsam mit den BeNeLux Staaten über die Frage einer( West-) Deutschen Verfassung. Es zeigte sich schnell, dass unter den Siegermächten unterschiedliche Auffassungen über die zu schaffende Verfassung herrschten. So vertraten Frankreich und die USA ein föderalistisch geprägtes Staatsbild, während die britische Position einem vergleichsweise zentralistischeren Staatsmodell entsprach.1 Grundproblematik war im Laufe der Verhandlungen, Frankreich und die BeNeLux Staaten, von dem britisch- amerikanischen Konzept einer Verstaatlichung der Tri- Zonen und späteren Eingliederung( West-) Deutschlands in ein euro- amerikanisches System zu überzeugen.2 Das Ergebnis dieser Konferenz war ein Schlusskommuniqué, auch als „ Londoner Empfehlungen' bezeichnet, welches die Legitimation an die Deutschen enthielt, eine Verfassung auszuarbeiten. Diese sollte jedoch an bestimmte Bedingungen geknüpft sein, als wichtigste ist dabei wohl die Forderung nach Föderalismus zu nennen. Die Verständigung auf die Londoner Empfehlungen erfolgte in den jeweiligen Ländern problemlos, lediglich Frankreich willigte erst unter erheblichem Druck Großbritanniens und der USA ein.1) Feldkamp, Michael F.: Der Parlamentarische Rat 1948- 1949.
