Mai 2011 sind in Deutschland die letzten noch bestehenden Beschränkungen der Arbeitnehmerfreizügigkeit für die Bürger und Bürgerinnen der 2004 beigetretenen Staaten der Europäischen Union (EU) weggefallen. In Zeiten des Fachkräftemangels ist für die Wirtschaft und Politik die Arbeitnehmerfreizügigkeit eine Chance, den demografischen und arbeitsmarktpolitischen Herausforderungen zu begegnen. Die Zahl der offenen Stellen für Hochqualifizierte in Deutschland steigt und die Unternehmen haben große Probleme mit der Stellenbesetzung, weil geeignete Bewerber fehlen. Die Freizügigkeit auf dem Arbeitsmarkt ist als Hoffnung zu sehen, einen Teil der Fachkräftelücke und Engpässe in einigen Bereichen, Berufen und Regionen zu schließen. Im Mittelpunkt der Abschlussarbeit zur Betriebswirtin (VWA) steht die Öffnung des deutschen Arbeitsmarktes für die EU-Beitrittsstaaten aus Mittel- und Osteuropa. Analysiert wird am Beispiel der Arbeitsmigration von Polen nach Deutschland im Zusammenhang mit dem Fachkräftebedarf in Deutschland. Nach einer Einleitung wird im Kapitel 2 zunächst die historische Entwicklung der Europäischen Union und die Übergangsphasen, das so genannte 2+3+2 Modell, erläutert. Anschließend werden die rechtlichen Bestimmungen der Arbeitnehmerfreizügigkeit auf Basis der von der Bundesagentur für Arbeit veröffentlichten Grundlagen vorgenommen. Das Hauptthema des dritten Kapitels behandelt den Fachkräftemangel in Deutschland, die Bedeutung der Fachkräfte-Qualifikationen sowie die Maßnahmen, die zur Fachkräftesicherung führen. Vorgestellt werden sowohl Maßnahmen zur Ausschöpfung der inländischen Potenziale wie Investitionen in die Aus- Weiterbildung, bessere Vereinbarkeit von Familie und Beruf und ein längeres Nutzen des Know-How von älteren Arbeitnehmern als auch
