Studienarbeit aus dem Jahr 2010 im Fachbereich Theologie - Sonstiges, Note: 1,0, Eberhard-Karls-Universität Tübingen, Sprache: Deutsch, Abstract: Diese Hausarbeit befasst sich mit dem Vatikanstaat, seiner Bedeutung, seiner Entstehungsgeschichte und seiner Struktur, sowie der weltlichen Rolle, die der Papst in diesem Staat innehat.Mit der Annexion des ehemaligen Kirchenstaates durch Italien und der damit aufgekommenen „Römischen Frage', war die völkerrechtliche Souveränität des Heiligen Stuhles im Jahre 1870 in Frage gestellt worden. Geklärt wurde sie mit dem Lateranverträgen von 1929, die einen neuen Staat, den Vatikanstaat, hervorbrachten. Diese Verträge kamen zustande, da sich nicht nur der Heilige Stuhl, sondern auch Italien gewisse Vorteile davon erhofften. Das Ergebnis war jedenfalls, dass die völkerrechtliche Souveränität des Heiligen Stuhles, der die Regierung des neuen Staates bildete, zweifelsfrei wiederhergestellt war.Gleichzeitig regelten die Lateranverträge, dass der Vatikanstaat in vielerlei Hinsicht Unterstützung von Italien bekommen sollte (Infrastruktur: Wasserversorgung, Telekommunikation usw.; Strafverfolgung: Gefängnisse, polizeiliche Unterstützung auf den Petersplatz sofern gewünscht usw.). Die Staatsstruktur ist hingegen im Grundgesetz des Vatikanstaates (aktuelle Fassung vom 22. Februar 2001) festgeschrieben und sieht den Papst als gewählten, absoluten Monarchen als Staatsoberhaupt vor. Er ist somit einer der wenigen Menschen, die Staatsbürger des Vatikanstaates sind. Diesen Status erhält man nur in Verbindung mit einem Amt; nach Beendigung desselbenerlischt er wieder.Außenbeziehungen unterhält der Papst (als oberster Vertreter des Heiligen Stuhles) durch das Staatssekretariat. Diese Instanz dient ebenso als strukturell zwischengelagerte Institution zwischen dem Papst und den anderen Regierungsorganen.
