Bellarminus argumentatur Francos, quibus imperium traditum est, esse legitimos successores Imperii Romani, quia Franci Romae imperium acceperunt et Romanam religionem susceperunt. Bellarminus etiam de potestate papae in imperio loquitur et de eo, quomodo papae potestas in Francorum imperio constituta est.
