Uma revisão da literatura realizada nesta investigação mostrou que existe uma vasta gama de sistemas de medição do desempenho (PMS) e quadros que foram desenvolvidos por académicos para ultrapassar as deficiências dos sistemas baseados na contabilidade. No entanto, foram realizados poucos estudos empíricos em contextos reais, especialmente em África, para testar estes sistemas e quadros teóricos. O principal objetivo desta investigação foi responder à questão da eficácia com que a EMPSERD (uma empresa africana de mão de obra) pode desenvolver, utilizar e manter um SGP multidimensional para apoiar a sua estratégia. Para responder a esta questão de investigação, foram identificados e analisados os principais SGP e as suas caraterísticas. O estudo também identificou as principais etapas do desenvolvimento de um SGP, incluindo a conceção, a implementação e a utilização de medidas de desempenho. Este estudo propõe um SGP multidimensional baseado no sistema Balanced Scorecard para apoiar a implementação da estratégia. Foram feitas recomendações adicionais sobre a forma como a EMPSERD pode melhorar o clima organizacional global para alinhar os objectivos individuais com a estratégia, promover o espírito de equipa, estimular a criatividade e impulsionar a inovação.
