Capitol Gains follows a female member of the House of Representatives from her earliest days in the House. The attractive Delia Doris Downing, a former corporate attorney, shares the current negative opinion of most Americans about Congress and drafts a bill going beyond campaign reform and 'soft money' - it would make it illegal for House and Senate members to accept campaign contributions from political action committees (PAC’s). Seeking support for her bill - which has been dubbed Whack-PAC - she consults with the Speaker of the House, other members and jousts with congressional staff, committees, lobbyists and media.Delia is a Republican. Her husband, David, is a Democrat, and a Washington television talk show host. They live in Maryland, close to the capitol and own a vacation home in the congressional district represented by Delia’s chief Whack-PAC opponent. This opponent plans an incinerator-recycling plant based very much more on corruption than public need. Delia fights for her Whack-PAC and against the incinerator-recycling plant as her congressional nemesis musters opposition to Whack-PAC while seeking support for his corrupt pork project.David’s television interviews of a sex symbol movie actress and a totally inarticulate NBA basketball star provide comic relief in Capitol Gains.
