This book analyzes the administrative functioning of Marien Ngouabi University through the lens of the concept of 'bureaucratic anarchy.' It highlights the gap between the organization’s formal rules and the actual practices of its actors, thereby revealing an administration structured as much by official norms as by informal arrangements. Building on the research tradition of Weber and the strategic analyses of Crozier and Friedberg, it demonstrates that apparent dysfunctions reflect the adaptive and regulatory logics specific to university actors. The book concludes that bureaucratic anarchy exists as a specific mode of organizational functioning, in which informality plays a central role in the continuity of administrative action.
