L’attitude joue un rôle important dans la prise de décision. Les enseignants sont les agents du changement dans le domaine de l’éducation. Cela signifie donc qu’ils doivent être dotés des connaissances et des compétences nécessaires pour mettre en œuvre l’éducation inclusive. L’attitude des parents d’enfants ayant des besoins spéciaux et celle des enfants handicapés doivent être prises en compte dans la mise en œuvre de l’éducation inclusive. Le gouvernement, par l’intermédiaire du ministère de l’Éducation, devrait être en première ligne pour aider à obtenir les ressources adéquates nécessaires à l’éducation des élèves ayant des besoins spéciaux dans des environnements inclusifs.
