Behinderte sind in ihrer Lebensführung beeinträchtigt. Neben der Bela­ stung durch ihre gesundheitliche Situation sind sie oft in besonderem Maße auf die Hilfe anderer angewiesen. Vorurteile und mangelnde Rück­ sichtnahme könnfm diese Nachteile zu gravierender gesellschaftlicher Be­ nachteiligung verstärken. Behindertenpolitik will dieser Benachteiligung in ihrer doppelten Be­ deutung entgegenwirken. In § 10 des Sozialgesetzbuches (Allgemeiner Teil) wird diese Aufgabe als soziales Recht der Behinderten formuliert: Danach hat jeder Behinderte Anspruch 'auf die Hilfe, die notwendig ist, um die Behinderung abzumildern, zu beseitigen, zu bessern ... oder ihre Folgen zu mindern' und ihm 'einen seinen Neigungen und Fähigkeiten entsprechenden Platz in der Gesellschaft, insbesondere im Arbeitsleben , zu sichern'. Behindertenpolitik zielt also auf Linderung, Beseitigung oder Ver­ meidung der gesundheitlichen Beeinträchtigung und auf die gesellschaft­ liche Integration der Behinderten. Der Integration in das Erwerbsleben wird dabei zentrale Bedeutung beigemessen. Entsprechend dieser Gewich­ tung läßt sich die Zielsetzung der Arbeitsmarktpolitik für Behinderte in folgende Unterziele aufgliedern: Prävention, Rehabilitation, berufliche Eingliederung, Schutz der Beschäftigung und soziale Sicherung. Präven­ tion soll ein Fortschreiten der gesundheitlichen Beeinträchtigung bzw.
