Am 19. April 2016 warnte der russische Diplomat Zamir Kabulov, dass sich mehr als 10.000 ausgebildete Terroristen des Islamischen Staates darauf vorbereiten, nach Zentralasien zu gelangen. Letzte Woche äußerte Abdul Rashid Dostum die gleiche Besorgnis und warnte, dass einige interne (Regierungs-)Kreise und ausländische Kreise mehr als 7.500 Daesh-Kämpfer (Tschetschenen, Usbeken, Tadschiken, Iraker, Syrer, Libanesen und Libyer) in Teile der nördlichen Provinzen bringen wollen.
