A propriedade da terra é um pilar essencial do desenvolvimento. Em Madagáscar, a terra é um símbolo de riqueza e de segurança, o que faz com que o controlo da terra seja uma questão importante. O acesso à terra, indispensável à sobrevivência e ao bem-estar, continua a ser um desafio, nomeadamente em zonas estratégicas como Diégo-Suarez. Este trabalho tem como objetivo regulamentar a utilização da terra, nomeadamente privada, de forma a equilibrar os interesses privados, públicos e ambientais. Entrevistas com as colectividades locais, nomeadamente a comuna urbana de Diégo-Suarez e o gabinete regional de planeamento DIANA, permitiram analisar as condições de acesso ao solo. O objetivo era fazer um inventário dos procedimentos administrativos para a aquisição de terras privadas e públicas do Estado, de grandes superfícies (mais de 250 ha) e de procedimentos específicos para as actividades mineiras ou de construção.
