Togo hat, wie viele Entwicklungsländer, in den letzten zwei Jahrzehnten massiv in die Straßeninfrastruktur investiert und das Straßennetz deutlich von 9.000 km auf über 11.000 km ausgebaut. Dieser Ausbau ging jedoch mit einem Anstieg der Unfälle einher, wobei die Zahl der Fälle von 3.000 auf über 9.000 anstieg und jedes Jahr Tausende von Todesopfern forderte. Um dem entgegenzuwirken, hat das Land Maßnahmen zur Strafverfolgung (Bußgelder) und Prävention (Aufklärung) eingeführt.Die Ergebnisse der in drei Essays unterteilten Dissertation zeigen : Erster Versuch: Höhere Investitionen in die Straßeninfrastruktur können zu einem Anstieg der Zahl der Todesfälle führen, was die Notwendigkeit unterstreicht, diese Investitionen durch andere, ergänzende Maßnahmen zu begleiten. Zweiter Versuch: Bußgelder als repressive Maßnahme scheinen bei der Verringerung der Unfallzahlen weniger wirksam zu sein. Dritter Versuch: Ausgaben für Prävention und Sensibilisierung haben einen signifikanten Effekt bei der Senkung der Unfallzahlen, und ihre Kombination mit anderen Maßnahmen erweist sich als besonders wirksam.
