Der Rückgang der Geburtenrate in Bulgarien um 42.893% von 1989 bis heute ist die Grundlage für das aktuelle Problem, das die Universitäten in einen unhaltbaren Markt stürzt. 700.000 bulgarische Staatsbürger sind nach 1990 ins Ausland gegangen, davon mehr als 20% mit Hochschulbildung, mehr als 50.000 junge Menschen studieren an ausländischen Hochschulen.
