Asimismo, entre documentos militares que informan de las operaciones de la guerra de independencia cubana, la lucha contra fuerzas más numerosas y mejor equipadas, la inventiva para sortear con astucia estas desventajas, llaman la atención los capítulos en que se refieren las polémicas entre los revolucionarios cubanos sobre el modo de gobernar la república y sus instituciones democráticas. Asimismo merecen interés los Decretos y documentos constitucionales aquí incluidos y, en particular, los de Agramonte. En este periodo de la historia cubana se proclama la abolición de la esclavitud y una nueva Constitución para una Cuba que se debatía entre un modelo dictatorial de gobierno en plena guerra y el ideal de Republicano y democrático defendido por Agramonte.
