Während bisher die Frage, ob es zwischen Verwaltung und ihrer Klientel zu Verhandlungsprozessen kommt, im Mittelpunkt entsprechender sozialwissenschaftlicher Forschungen stand, geht es dieser Studie vor allem um das 'Wie' solcher Verhandlungen. Mit dem theoretischen Ansatz der Implementationsforschung untersucht der Autor für den Bereich des Städtebaurechts (z. B. Bauplanung, Baugenehmigungen) die vielfältigen Aushandlungsprozesse zwischen Verwaltung und ihren Adressaten, als zentrale Variablen erweisen sich dabei die Macht der kommunalpolitischen Akteure und das Recht. Die Ergebnisse dieser Arbeit haben über das behandelte Thema hinaus weiterführende Bedeutung auch für andere Politikfelder, mit denen sich empirische Verwaltungsforschung beschäftigt.
